The Scope is like the Tardis, bigger on the inside (ppl running around chased by Monsters, repeating themselves without knowing it) than the outside (a xenophobic and oppressive regime). Should amusement be used for distraction? Or amusement running amok can overthrow the ruling class? Robert Holmes's stab at political/self-referential satire before The Deadly Assassin, ** favorite 3rd doctor story
